The History of Crime has proved that the form and dimension has changed over time and it will continue to transform itself with the equal pace with the technological growth. Crime has found its own way and entered in to the digital era. The goodness of the technology and its adverse effects will always sail together. The challenge here is to identify these and safe guard our valuable digital assets and confidential documents. The national loss due to Cyber Crimes is in thousands of crores which we are losing un noticed.

The main objective of National Cyber Safety and Security Standards is to protect our critical infrastructure from cyber related issues. National Cyber Safety and Security Standards is launching the "National Cyber Crime Reference Hand Book" (NCCRHB) as a National Initiative to address the present issues on Cyber Crime.

It will give Cyber Security awareness to the Government Sectors, PSU's and Industrial organizations to prevent and control the cyber frauds. It is good to note that the book will comprise detailed perspective of cyber crimes which are creating trouble for India's national security and also that this book gives us advanced cyber protection methodologies & controlling procedures/tools. A perfect guide for the Cyber Crime Issues. This will be the only reference book in India for Cyber Crime Issues.

It is a pleasure to release the National Cyber Crime Reference Hand Book and address this distinguished gathering here this morning.

At the outset I congratulate National Cyber Safety and Security Standards and the Ministry of MSME for bringing this educative and informative hand book; it is a welcome initiative. India has made rapid strides since Independence. It is known for its rich culture and heritage; Equally in the Science and Technology front today India is on the lead. The nations across the globe have turned their eyes towards India. Be it in the field of Medicine, health care, tourism or Information Technology, Bio-Technology, Automobile and Pharma industry we are surging well ahead. India is a destination for health, it is an IT Hub and a most sought after destination for starting automobile and pharmaceuticals companies. The advancements in Information and Technology have led to information explosion, expansion of knowledge in all the fields. The history of modern computers traces back to 2000 BC when the first mechanical device Abacus was developed by the Chinese for using as a calculating machine. Charles Babbage, the father of modern computers invented the automatic computing machine. The credit of producing commercially usable computer goes to Remington Rand Corporation which launched its universal automatic computer in 1957. We are in an era of Information Technology, Computers laptops and internet has become a necessity and a household name in this fast developing technological world. The knowledge explosion in the field of Information Technology has led to astounding development paving the way for a geometric expansion in e-trade, e-governance, e-commerce, e-communication, e-banking, telemedicine and e-security and bringing the people at far places on our window screens. Today computer has brought about revolutionary changes-transmitting information, paving the way for storage, search and retrieval of information. Internet has brought about a sea change in the mode of communication, access to information. In the expansion of global networks what is required is smooth operation of communication and computing solutions, safe guarding and protecting from virus attacks and criminal attacks. Our nation has become a hot spot for cyber attacks and information thefts. Heightening security for our systems has become imperative, co-ordinated, sustained and institutionalized efforts are needed to protect critical network infrastructures from hawkers, cyber criminals. Cyber space touches nearly every part of our daily lives. International Telecommunications Union studies reveal that the number of Internet users has doubled between 2005 and 2010 and surpasses 2 billion and India has about 556 Cyber Experts, while U.S. has 91,080, China has 1.2 lakhs and Russia has 7,300 cyber experts.

Cyber crime is now emerging as a serious threat and about 42 million cyber crime incidents are reported in India every year. It is said that 7 out of 10 adults have been victims of different modes of cyber crimes in their life time. The initiatives taken by National Cyber Safety and Security Standards to curb and enervate the notoriously spreading cyber threats from various directions and dimensions deserve commendation. Creation of awareness on Cyber Laws, sensitizing the public on safety measures, identifying fake host pages and creation of alertness and a sense of vigil against hawkers is imperative. Educating people on these lines is the need of the hour. It is apt and timely that the National Cyber Safety and Security Standards have brought out the “National Cyber Crime Reference Hand Book”. It is nice that it dwells in depth on Cyber hacking, e-mail security, cloud computing, cyber fraud, cyber crime, cyber attacks, etc. The efforts put in by National Cyber Safety and Security Standards for promotion of Cyber Safety and cyber Security are laudable. I am pleased to learn that more than 10,000 copies of this Reference Hand book is to be distributed to competent authorities free of cost and I am sure that it would be useful to those working in government and private sectors, corporate companies, educational institutions and others. I congratulate National Cyber Safety and Security Standards for working with a mission to safeguard the Nation from the current threats in the Cyberspace. National Cyber Safety and Security Standards have done an extensive research in the Cyber domain to understand the nature of Cyber threats and Cyber Crimes. I convey my warm felicitations to Dr.S.Mohan, Former Judge Supreme Court of India and Chairman, National Cyber Safety and Security Standards, the officials and members of the National Cyber Safety and Security Standards. I wish the National Cyber Safety and Security Standards all success in its mission to counter cyber attacks and prevent cyber crimes.
